Images in Gallery Blocks remain clickable when settings set to "Link to None"

Steps to reproduce

1. Add new post or page
2. Add Gallery Block
3. Add images to block
4. In Gallery Settings under Link To, select None
5. Preview or Publish

What I expected

Images in gallery should not be clickable and not provide a lightbox carousel

What happened instead

When an image is clicked on, a lightbox carousel for all images appear

I tested and it looks like the Collage gallery type works as expected, so I offered that option as a workaround.
