[FEATURE]: Add support for referencing patent information

This proposal extends CycloneDX to include high-level patent information. In response to community requests and in coordination with WIPO’s ST.96 team, we have introduced fields to capture concise patent summaries, details on patent families, and references to the relevant filings. This enables CycloneDX consumers and producers to more easily locate or identify patent data associated with specific components or services. The new structure must also permit assertions linking particular patents to the components or services they relate to.
