speed space chart : hovering on bottom layers (electrical profiles, power restrictions, speedlilmit tags) hide some ops #903

What happened?

Seems that the behavior hiding an op when the vertical line snaps on one is remaining even when the line isn't there

Also the surrounding ops around the mouse cursor are still going bold, not sure we want this behavior (@thibautsailly ?)

What did you expect to happen?

The ops shouldn't hide whe n hovering one of these bottom layers

How can we reproduce it (as minimally and precisely as possible)?

No we don't. The idea is to leave enough room for details about the other layers, when there are some available (not the case here).
