Implement ETCS braking curves for SVLs. With release speed (compulsory).

Care bug SvL after path end: tractive effort curves won't have values for ebd calculation.

  • 40 km/h release-speed fixed value only for SvL for now? -> YES
  • Only consider one intersection? -> YES
