front: editor: in the route tool, the detector layer is frozen (but not set to enabled)

What happened?

When selecting the route tool, the detector layer is frozen but not necessarily turned on

What did you expect to happen?

Either the layer should turn on automatically (best solution IMO), or the route tool can't be selected without detector turned on (like the rest of the tools)

How can we reproduce it (as minimally and precisely as possible)?

Select the route tool without turning on the detector layer

What operating system, browser and environment are you using?

• Browser: Firefox
• OS: Ubuntu
• Env: dev

OSRD version (top right corner Account button > Informations)
