The current implementation of safety speed ranges completely skips the stdcm part. It needs to be done eventually.

There's several extra difficulties:

  1. Stop management is a mess
    1. refacto: stdcm: unify stop data #8974
    2. Refactoring this is probably a requirement
    3. (problem: we don't have a plan yet)
  2. We need to know about stops 200m in advance
    1. This can be done with lookahead management, but it's also a significant refactoring
