Build/CI: Explicitly install SVN within GitHub Actions due to Ubuntu 24.04 update #337

As of at least 2025-01-17, the version of Ubuntu used for GitHub Actions as associated with 'ubuntu-latest' has been upgraded to v24.04. Notably, this release removes inclusion of SVN from the image.

As a result, the build process fails for all jobs due to the missing 'svn' command. Subversion needs to be explicitly installed.
