calling tator.transcode on an existing media file doesn't work as expected #2014

If calling tator.transcode on an existing media file, if the file already exists, its expected to 'backfill' missing resolutions. However, if the highest resolution is present it appears to duplicate that transcode in addition to backfilling lower resolutions.
