Add cache progress status for the localization gallery

Background
The localization gallery will cache all of the localization objects if the user switches to the next page. If there are many thousands of entries, it can feel like the localization gallery has stalled out and is unresponsive.

Request
It would be helpful to display some form of percent complete status to the user. It also would be helpful to potentially indicate to the user this bulk cache will occur if they move pages.
