Prepare, apply for, and switch to a Netlify OSS plan

• Ensure that we qualify for the Netlify OSS plan. For details, including qualification criteria, see Open Source Plan Policy. The qualification criteria listed below as subtasks:
  • Includes a license listed on the Open Source Initiative approved license list or a Creative Commons license that includes “attribution” or places the work in the public domain.
  • Features a Code of Conduct at the top level directory of the project repository ...: https://github.com/google/.github/blob/master/CODE_OF_CONDUCT.md
  • Must feature a link to our service on your main page, or all internal pages - Add a link to Netlify.com to UG main page, or all internal pages #931
  • Must not be a commercial project, whether created by a company or an individual. This prohibition includes commercial support and hosting services.
• Apply for an OSS account
• Make the switch to the new Netlify OSS account via configs / account settings
• Add PSC members as admins
