I tried to reproduce this issue, currently Chromium DevTools change the theme of the devtools based on the devtools settings and default to what you last set it when you reopen the app thus obeying the settings value,
and the same happens with Joplin's theme with respect to the theme settings in Joplin.

Current behaviour
Changing the setting will update it, but whatever the value is, the dev tools default to light mode initially.
