Mention culvert when road-waterway crossing is happening and road is selected

another aspect of #10778

when user edits roads crossing waterways, culvert option is not mentioned

you need to select waterways to see it

would it be possible to make it selectable for waterway while road is selected?

or at least mentioned that selecting waterway will give you culvert option?

Yeah, I was noticing the same yesterday. It would indeed make sense to make the fixes the same regardless of which feature is selected.

This would also affect other validation errors, for example: When two roads are crossing, you have the option to add a bridge or tunnel on the currently selected road, but adding a tunnel or bridge on the other road would also fix the issue.
