[AHM] Create version of westend relay without pallets being migrated for post-state testing #7757

The Asset Hub Migration is moving pallets from the relay.

The initial state will filter the calls but the pallets will remain on the relay, we should create a runtime with the future state of Westend (with these pallets removed completely) for testing.
