What does this component do? I see that it's installed with Rancher 2.5 but not sure what exactly it does.

Afaiu this one is most probably used to maintain Rancher environments behind of https://rancher.com/products/hosted-rancher/ and it is mostly useful for service provides who want to host Rancher environments for multiple customers.
