There is no longer the option to open a wallet file without the hardware signing device present.
The wizard still pretends there is a choice for the user, but the checkbox is removed
Set wallet file encryption.
Your wallet file does not contain secrets, mostly just metadata. It also contains your master public key that allows watching your addresses.
Note: If you enable this setting, you will need your hardware device to open your wallet.
This needs to be discussed, unclear if it was intentionally removed.
This was mainly touched in the context of #9440, so conceptually we could keep this supported. (and we probably should)
