With upcoming support Progressive Web apps manifest (#46), we have now problem when there is a new update

It wants fetch chunk from previous deployment.
Working version looks like this

  • check for the new version
  • fetch on the background when there is a new version
  • show update toast when there is new version
  • disable on localhost development
