fix(ui) Fix bug with date dropdown in deprecation modal

Fixes a bug that was called out from this issue: #12547

The problem was that we hadn't extended dayjs properly to support all of the capabilities that we need for the calendar chart. This adds those extensions.

Additionally I found a minor bug where we show an empty menu if versioning isn't enabled on a dataset page when the sidebar is closed.
