adding Powered by Netlify link to Docsy/userguide so we can participate in the Netlify OSS program
Also added config.toml options to use a Netlify badge instead

Having given this some more thought, I don't think that we should change docsy layouts for this because by doing so we're affecting all projects. Instead, IMHO, it would be better to satisfy the Netlify requirements by adding it to the User Guide (docsy.dev) homepage.
