What this PR does / why we need it:
Version support documentation is currently spread between the reference/versions page and contributors guide.

This PR brings all the info about Version support in one place, give a refresh/cleanup to the existing content and also adds documentation for a set of well-established conventions + tribal knowledge like e.g.

  • Skip upgrades
  • Downgrades
  • Cluster API release vs API versions
  • Cluster API release vs contract versions
  • Supported Cluster API - Cluster API provider version Skew
  • Maximum version skew between various Kubernetes components
