Summary

• to close bump poetry to 2.x #12368
• upgrade Poetry from 1.8.4 to 2.0.1
• changed impacts from Poetry v2:
  • Actually switch the directory when using --directory/-C (feat(cli)!: actually switch directory with --directory/-C  python-poetry/poetry#9831).
  • Change the default behavior of poetry lock to --no-update and introduce a --regenerate option for the old default behavior
• actions:
  • Use -P instead of -C prevent switching working directory in CI tests
  • Remove usages of unsupported --no-update option
