Summary
This PR fixes an issue where resource locator dropdown would disappear after clicking on the search input. This is because we teleported it in #13383 to fix z-index position inside evaluation step. In this PR we revert the teleport and correctly fix the z-index issue in EvaluationStep by removing position relative from the container(as we no longer need it.)
