add help cursor

Adds on to #679 to also have a help cursor utility.

There are a bunch of other cursors laid out in MDN docs, not sure if any of those would also be of use.

Hey! We deliberately limited which ones were enabled by default just to try and cut file size anywhere we could, but made sure it was customizable in the config file. I think it's probably fine to add this one by default though, thanks.
