graphql: add `alertStats` field on `Service` #4293

Description:
Adds an alertStats field on Service that provides aggregate statistics:

average time to ack in seconds
average time to close in seconds
number of alerts
number of escalated alerts

Out of Scope:

Does not include noisy alerts (not in the alert_metrics table)
Does not update the UI to use the new query (currently uses manual aggregation)

Describe any introduced API changes:

Service GraphQL type got a alertStats field

Additional Info:

Uses the date_bin function introduced in Postgres 14, with a polyfill migration for older versions.
