Continuing #10755

Changes

  • Update/fix wording in specific sections.
  • Fix all-contributors link from https://github.com/kentcdodds/all-contributors to the organization https://github.com/all-contributors/all-contributors.
  • Remove mentions of Stale bot (as it has been removed) instead set 1 month as the period of the author's inactivity before the maintainer can fully take over the PR.
  • The main branch is protected and doesn't allow direct push/force push so the section has been reworded to highlight it
  • Add information about labelling hacktoberfest-accepted label at the end of October for applicable PRs.
  • Add a new Transparency section guiding maintainers on how to document requests/mail sent on behalf of the tldr-pages project.
